Subject: Fw: Taza, 35a Queensway, licensing offence & threatening behaviour to Snr City Inspector Glyn Franks, Taza owner angry that application till 2am turned down, Oct/Nov 2018

Dear Kevin,

I understand from John Zamit that you  may not have a record of an email from Paul King, Team Manager, Public Protection, from Nov 2 last year about threatening behaviour at Taza towards a City Inspector etc.

You'll find it if you scroll down below, forwarded to me by Robert Jarman of the Queen's Court residents' association, who lives in the flats above these premises and will I think be speaking at Thursday's Licensing hearing.

I'm copying in John Zamit, and hope it's useful.

I aim to attend the meeting on Thursday if that's OK, as one of the Lancaster Gate ward councillors.

Best wishes

Margot

Dear  Councillors

An update re 35a and 35b Queensway.

I attach a letter served on the manager/owner of 35b Queensway from the local MPS DWO and she also had quite a successful meeting with Cap News on Saturday 20th October.

Complainants have been encouraged by the local MPS Dedicated Ward Officer (DWO) Mary O’Connor and WCC Neighbourhood Coordinator (NC) Ian Russell to call 999 rather than a subsequent email to a councillor when witnessing drug activity due to importance of dealing with the offences there and then. Intel has been gathered and on police intelligence system. DWO Mary O’Connor has visited on a few occasions, with a more promising response on the last visit (20th Oct). The police do have intelligence on a person implicated in the drug activity and police activity is ongoing.

The police and council received a further complaint from Taza Takeaway on 28th October and the police have arranged a further visit. The local police team are on Autumn Nights additional patrols leading up to, and covering, fireworks night and they will include Queensway in these patrols.

A significant part of the complaint from Taza is that he applied for, and was refused, a licence to provide hot food for an additional 2 hours. This was refused by WCC Licensing as the Queensway area is a licensing stress zone. This has been explained to the applicant by WCC Licensing but he refuses to accept the reasoning.

I have also spoken with Senior City Inspector Glyn Franks who made a visit to the shops and he reported that during the visit the atmosphere towards the Council staff was threatening, with the manager of the licensed premises unhappy that the licence he had applied for being refused by WCC, and there were males outside trying to block the doorway. Glyn reported there was a licensing offence for which the manager/owner will receive a formal warning at WCC, and he will arrange for the owner to attend Portland House for this to be done. Glyn and his team were on nights last Saturday (27th) and he visited the premises again, but without police support he did not enter the premises. He reported it was a busy area outside the venues but quiet.
